En el Estado de Mxico desde hace siete meses se lleva a cabo el Operativo Pasajero Seguro Plan Tres, mismo que tiene el objetivo de brindar seguridad a los pasajeros del transporte pblico, que transitan por las principales vialidades del territorio mexiquense, seal la encargada de la Direccin de Combate a Robo de Vehculos y Transporte de la Secretara de Seguridad estatal (SSEM), Viridiana Lpez Valencia.
En entrevista con Heraldo Estado de Mxico precis que la Direccin que encabeza est especializada en la atencin a robo de vehculos, transporte de carga y transporte pblico. En lo que respecta al robo de vehculo seal que este ao ha disminuido la incidencia delictiva en 6 por ciento.
Explic que la Direccin tiene tres coordinaciones regionales para la atencin en el Valle de Toluca, Valle de Mxico (mayor incidencia) y Oriente, adems de la atencin a municipios prioritarios. Se cuenta, dijo, con mil elementos operativos.
Transporte pblico
Refiri que el Operativo Pasajero Seguro, inici el 26 de abril del 2021 y que se lleva a cabo en coordinacin con la Fiscala General de Justicia del Estado de Mxico (FGJEM), la Guardia Nacional, la Secretara de la Defensa Nacional (SEDENA) y las Policas Municipales.
Detall que los operativos de revisin se llevan a cabo en toda la entidad, pero enfatiz se priorizan siete vialidades que concentran la mayor incidencia en robo a transporte pblico (Va Lpez Portillo (Tultitln Coacalco); Ro Hondo (Naucalpan); Va corta a Morelia (Nicols Romero); Mario Coln Jess Reyes Heroles (Tlalnepantla); Mxico Pachuca (Ecatepec); Avenida de los Maestros (Atizapn Tlalnepantla); Carretera Nicols Romero Atizapn).
Reiter que, en Toluca, los focos rojos se ubican en Paseo Tollocan, Boulevard Aeropuerto y va Jos Lpez Portillo. Indic que algunas de las detenciones se han dado por hechos en flagrancia.
Resultados
Lpez Valencia inform que, al corte del 30 de noviembre se han llevado a cabo 11 mil 831 operativos, es decir, en promedio 54 operativos por da, en los 218 das que se ha realizado el operativo.
Dijo que, en los siete meses que lleva implementada la estrategia de seguridad, se realizan en promedio mil 690 operativos por mes; asimismo que suman 97 mil unidades revisadas aproximadamente; un milln 125 mil personas revisadas aproximadamente (ello representa en promedio 12 personas revisadas por unidad); y 497 detenidos.
La directora general de Combate a Robo de Vehculos y Transporte precis que el estado de fuerza desplegado en promedio por da, para realizar el operativo es de 600 efectivos con 150 unidades, por parte de la Secretara de Seguridad.
Cmaras de videovigilancia
Indic que, al momento, suman ms de 16 mil unidades de transporte pblico conectadas al Cdigo C5 mvil, que es el botn de pnico.
Estamos conectados con el Centro de Control, Comando, Comunicacin, Cmputo y Calidad (C5) y esto es para labores de reaccin inmediata, esto quiere decir que al presionar el botn se canaliza a alguna de las unidades cercanas al punto de emergencia. Lo que queremos es que los conductores hagan uso de esta herramienta tecnolgica porque segn los registros que hemos tenido es que no estn haciendo el uso que quisiramos o que se debera de dar.
Dijo que, de todos los eventos registrados, el porcentaje que tienen de solicitud de apoyo a travs del botn de pnico es mnimo.
En el momento en que estn siendo vctimas de algn asalto no reaccionan y no hacen uso del botn en ningn momento, puede ser por diferentes razones, pero el registro es claro: no se est haciendo el uso que se debera por parte de los conductores, por lo que pedimos el apoyo para que en cualquier evento procedan a presionarlo.
Consider que las empresas transportistas deben coadyuvar, capacitar e instar a los conductores a utilizarlo en caso de suscitarse un evento a bordo. Dijo que se llevan a cabo reuniones con los lderes del transporte pblico para obtener informacin que ayude a dar seguimiento a los eventos registrados.
Reaccin inmediata
Viridiana Lpez destac que el tiempo de reaccin de los elementos de la SSEM para responder al llamado de los conductores que s oprimen el botn de pnico, es de dos a cinco minutos.
Se canaliza de manera inmediata, C5 procede a verificar, a lanzar la alerta a las unidades que estn en zonas de responsabilidad para que procedan a arribar al punto en el que estn solicitando el apoyo.
Operativos
Reconoci que el 30 por ciento de los robos a transporte pblico cometidos a nivel nacional se comenten en el Estado de Mxico. Adems del Operativo Transporte Seguro Plan Tres destac que se llevan a cabo otros operativos como el Metropolitano que se hace en coordinacin con la Ciudad de Mxico para zonas limtrofes; y el Operativo Usuario Simulado, donde se habla de tcnicas especializadas de investigacin.
Es un elemento que aborda en diferentes rutas y en diferentes horarios con la finalidad de detectar un movimiento inusual, algn acto para identificar a los sujetos en las rutas consideradas como las de mayor riesgo para la poblacin () si llegan a cometer el asalto, se realiza la detencin en ese momento.
Alert que muchos de los delincuentes cruzan del Estado de Mxico a la Ciudad de Mxico delinquiendo en ambas demarcaciones por lo que se lleva a cabo el Operativo Metropolitano.
De acuerdo a las investigaciones que hemos realizado y al anlisis sabemos que son delincuentes que no slo delinquen en el Estado de Mxico, muchos de ellos son de la capital del pas; ambas autoridades buscamos atacar de manera conjunta porque operan en ambas entidades, lo que buscamos es combatir los actos ilcitos de estos sujetos.
La directora seal que es en transporte colectivo tipo Van donde se registra la mayor comisin de delitos, seguido de los autobuses y en tercer sitio en los taxis. La incidencia, insisti, es mayor en el Valle de Mxico, despus en la zona oriente y finalmente en el Valle de Toluca.
Casos virales
Detall que de los 15 casos que se han viralizado en redes sociales y medios de comunicacin sobre asaltos y robos a los usuarios de transporte pblico colectivo, 27 personas han sido detenidas, de ellas se logr una vinculacin a proceso y dos sentencias condenatorias.
Se est trabajando, se trabaja mucho de la mano con la Fiscala General de Justicia mexiquense, buscamos tambin que la ciudadana nos apoye mucho a denunciar y que si en medios de comunicacin ven la publicacin de algn detenido y lo reconocen tambin acudan al Ministerio Pblico a reconocerlo, a sealarlo, para que eso fortalezca jurdicamente la vinculacin y podamos lograr una sentencia satisfactoria para que no vuelvan a cometer este tipo de delitos esas personas.
Alerta y reforzamiento en diciembre
Lpez Valencia dijo que generalmente, diciembre es un mes de mayor incidencia delictiva, adems de que tras casi dos aos de pandemia se prev mayor movilidad, no slo de los ciudadanos, sino de los delincuentes. Por ello, dijo, la seguridad ser reforzada.
Aparte de los operativos permanentes continuos, nos ordenan llevar a cabo un operativo que refuerce lo que ya estbamos haciendo.
Robo a transporte de carga
Afirm que para inhibir el robo a transporte de carga tambin se llevan a cabo reuniones con transportistas todos los meses para escuchar la problemtica de cada uno y para intercambiar informacin.
Para que ellos que conocen de la problemtica en su empresa nos permitan tambin conocer informacin que estructuran ellos de mapas de calor, de horarios, de das, la comparten con nosotros, la empatamos y definimos atencin especfica a esas zonas.
Seal que muchas veces los transportistas ubican los puntos y los lugares donde actan los delincuentes; sin embargo, dijo, de nada sirve que los tengan detectados si no se hace la denuncia ante las instancias correspondientes.
Contra la corrupcin
La funcionaria destac que se busca evitar actos de corrupcin, por lo que, invit a la ciudadana a denunciar cualquier conducta ilegal de los elementos policiales adscritos a las reas de prevencin y combate de robo de vehculos, robo a transporte pblico y robo a transporte de carga.
Dijo que a travs de la Unidad de Asuntos Internos de la SSEM se da seguimiento y se investigan este tipo de actos. Los ciudadanos, detall, pueden denunciar a travs de las diversas redes sociales de la Secretara de Seguridad.
Cercana y empata
Finalmente, la directora destac que los elementos policiales buscan el acercamiento con la ciudadana de manera permanente, ello para saber si tienen detectadas conductas ilcitas o alguna situacin que les aqueja, por ejemplo focos rojos o zonas de riesgo.
Trabajamos todos los das para disminuir el delito de robo en transporte pblico, en razn de la problemtica que se ha difundido y se ha viralizado por medio de los videos en redes y medios de comunicacin. No es que antes no sucediera, es uno de los delitos que ms se cometen en el Estado de Mxico, pero por los videos que se difunden se ha hecho ms viral: Viridiana Lpez Valencia, encargada de la Direccin de Combate a Robo de Vehculos y Transporte
Denuncias
Enfatiz que es esencial que, cuando los usuarios del transporte pblico sean vctimas del delito de robo acudan a iniciar la carpeta de investigacin correspondiente, ello dijo, para que no se quede solo en la detencin y se pueda concretar la vinculacin a proceso y posteriormente, a una sentencia.
